Import 2d COR files, backward compatibility

Description |
Most iPOGO users have binary 2D coordinate files with file extensions of *.cor or *.bin. We need to read in those coordinate files to process with our command files. We should be able to read in our old iPOGO files, and iPOGO should be backwardly compatible with both our old command files and coordinate files.

Resolution |
Automatically detects format when using the File, Refi Cor to CMD menu option. Imported file contains all points in 0 command and radius points and lengths defined. See bug reports 94 and 95 for additional data.
