Some 0 cmds not imported properly

Description |
Imported DXF data and a couple of 0 commands were incomplete.
The previous line was blank and the command line had a malformed 0 command. The 0 was missing altogether, although the point number, north, east and semicolon were intact. Very sporadic problem. Occurred 2 times in a month.

Resolution |
Riched20.dll in Windows 95 has a bug that was corrected in a later version. Replace with version 5.0.152.0 release 2.0 of the Rich Edit Control by MS.
